Compiled by Radif Partners · How costs are estimated · Virginia technician wages, May 2025 · not a quote
Automotive technicians in Virginia earned a mean $29.62 an hour in May 2025, well above the $27.13 national mean, and the shop rate the site scales from that wage is a typical $147 an hour, the middle half of posted rates falling between $125 and $174. Virginia sits 8th from the top of 51 jurisdictions on that measure. The gap shows on long jobs: a head gasket on a sedan comes to about $1,002, where the national rate gives $933, and a starter on an SUV to about $238 against $228. Front pads and rotors on a sedan are about $227. The state repair act lets you demand a written estimate for any job that may cost more than $25, and the labor on a separated invoice carries no sales tax.
A rate above the national middle
Virginia employs about 17,900 automotive technicians, the Bureau of Labor Statistics reports, and pays them 9 % more than the national mean. The site multiplies the national band of posted shop rates, centered on $134, by that ratio to get the Virginia band. Northern Virginia, close to Washington, and the rural southwest of the state hardly share one labor market, so treat the band as a reference and replace it with your own shop's posted rate when you know it.

The Motor Vehicle Repair Facilities Act
Virginia wrote its repair rules into a short act (Code of Virginia, title 59.1, chapter 17.1). The written estimate is yours on request: ask for it and the shop must provide one before starting any work that may cost you more than $25. Once you hold it, the final bill may not run more than 10 % above it unless you agree, orally or in writing. The act treats older vehicles differently: for a car at least 25 model years old, the margin widens to 20 %, because work on an aging car is harder to predict.
When you authorize the repair, the shop has to offer you the removed parts. Parts owed back to a manufacturer or distributor, under a warranty, a trade-in or a core charge, stay with the shop, but you may still look at them. The act does not license or register shops. Asking for the written estimate costs nothing and gives you the lines that the quote checker needs.
Yearly inspection, regional emissions
Every car registered in Virginia needs a safety inspection every twelve months at an official station run under the State Police program. Owners in Arlington, Fairfax, Loudoun, Prince William and Stafford counties and in the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park also take an emissions test every two years, from which the four newest model years are exempt (Code of Virginia, section 46.2-1178). A failed check is often what sends a car to the shop in the first place.
Tax on the invoice
Repair labor is exempt from Virginia sales tax when the invoice bills it apart from the parts, and the parts are taxed; if the parts are not itemized, the whole charge becomes taxable (Code of Virginia, section 58.1-609.5). The state rate is 4.3 %, with a 1 % local tax everywhere that brings the general rate to 5.3 %, and some regions go to 6 % or 7 %. See how Virginia compares on any job in the state ranking.
