Car repair costs in Maryland: shop rates, labor and parts

A Maryland shop has to offer you the parts it took off your car without waiting for you to ask, and a used car cannot be titled without a fresh safety certificate.

How this is computed

Compiled by Radif Partners · How costs are estimated · Maryland technician wages, May 2025 · not a quote

Maryland automotive technicians averaged $28.55 an hour in May 2025, above the national mean of $27.13, which gives a wage-scaled shop rate of about $141 an hour, with the middle half of posted rates between $120 and $167. That is 11th from the top among 51 jurisdictions. A starter on an SUV comes to about $234 at that rate, where the national one gives $228, and front pads and rotors on a pickup to about $300 against $294. An alternator on a luxury car is about $463. Maryland law lets you ask for a written estimate on any job above $50, which covers nearly every repair, caps the overrun at 10 % without your consent and keeps repair labor out of the sales tax.

From wages to a Maryland shop rate

The Bureau of Labor Statistics counts about 14,200 automotive technicians in Maryland, paid 5 % above the national mean. The site multiplies the national band of posted shop rates, centered on $134, by that ratio. Montgomery County or Annapolis and the Eastern Shore do not share the same costs, so a real posted rate can sit outside the band; enter yours in the estimator when you have it.

What the repair facilities law gives you

Maryland's commercial law has a short subtitle on automotive repair facilities (Maryland Code, Commercial Law section 14-1002). Ask before work starts and the shop must hand you a written estimate for any repair that will cost more than $50. Without your consent, the bill cannot run more than 10 % past that written figure. The law also sets out what the invoice must show.

The rule on old parts is unusually generous. The shop must offer to return every replaced part, and the text does not make that depend on a request from you; only parts that go back to the manufacturer or distributor under a warranty agreement are excepted. The subtitle sets no license or registration for shops. With the written estimate in hand, run its hours, rate and parts through the estimate checker.

VEIP and the used car certificate

Maryland has no periodic safety inspection, but a used vehicle needs a valid safety inspection certificate before the Motor Vehicle Administration will title and register it, and that certificate is good for 90 days (Maryland Code, Transportation section 23-107). If the inspection turns up work on a car you own or plan to buy, the repair or replace tool weighs a bill against the car's value. The emissions test, VEIP, is due every two years in Anne Arundel, Baltimore, Calvert, Carroll, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, Queen Anne's and Washington counties and in Baltimore City.

Sales tax

Labor to repair a car is not taxable in Maryland. Parts billed separately carry the 6 % sales tax; on a single lump-sum bill, you pay no tax and the shop pays it on the materials it buys (Code of Maryland Regulations 03.06.01.03).

Questions drivers ask

Do I have to ask a Maryland shop for my old parts?

No. Maryland law requires the shop to tender the return of all replaced parts, and the text does not say you must request them first. The only exception is parts that must go back to the manufacturer or distributor under a warranty agreement. If the shop does not offer them at pickup, ask, and the law is on your side.

Does a Maryland repair shop need my consent to exceed the estimate?

Yes, beyond 10 %. Once you have a written estimate, the shop may not charge more than 10 % above it without your consent. The estimate itself is owed only if you ask for it before work starts on a repair costing more than $50, so request it every time to keep that protection.

When does a Maryland car need a safety inspection?

When a used vehicle is titled and registered. Maryland has no periodic safety inspection, but the Motor Vehicle Administration requires a valid safety inspection certificate for a used car before titling it, and the certificate is valid for 90 days. Separately, cars in the VEIP counties and Baltimore City take an emissions test every two years.
