How this is computed

Compiled by Radif Partners · How costs are estimated · New York technician wages, May 2025 · not a quote

New York automotive technicians averaged $28.42 an hour in May 2025, above the national mean of $27.13, which puts the state 14th from the top of 51 jurisdictions for the shop rate the site derives from wages. That typical posted rate is about $141 an hour, and most shops should fall between $120 and $167. Front brake pads on a sedan come to about $115, where the national rate gives $112. An SUV catalytic converter costs about $567 against $554, and a wheel alignment on that SUV about $92. These are labor and parts before tax; New York then adds its 4 % state sales tax and the local rate to both, because the state treats servicing a car as a taxable service.

How the New York rate is set on this site

About 32,000 technicians work in New York, the federal wage survey reports, earning 5 % more than the national mean. The site multiplies the national band of posted shop rates, centered on $134, by that ratio. One statewide figure hides a wide spread: a shop in Manhattan or on Long Island pays rents that one in the Southern Tier does not, so read the band as a guide and type your own shop's rate into the estimator when you have it.

The annual inspection

New York requires a safety inspection every twelve months at a station licensed by the DMV, and again when a car is sold. For most vehicles the emissions check is done at the same visit, usually by reading the onboard diagnostic system; diesels get their own test. Cars in their two newest model years, those more than 25 model years old and electric vehicles are exempt from the emissions part (New York DMV, about inspections). The inspection tells you that something failed; the shop that fixes it then prices the repair, and that is the figure this page helps you judge.

Your rights under the repair shop law

Every repair shop must register with the DMV and display its sign and certificate. Ask for a written estimate of parts and labor for a specific job and the shop must give you one, though it may charge a reasonable fee for preparing it, with the labor billed no higher than its usual hourly rate. Once you have that estimate, the shop cannot charge more without your consent. To get your old parts back, request them in writing before work begins; warranty and exchange parts are the exception, and when you authorize by phone the shop has to keep the removed parts until you pick up the car (New York DMV, know your rights in auto repair). The DMV handles complaints against registered shops. To read a quote against the state band, use the estimate checker.

Tax on labor and parts

New York lists servicing automobiles as a taxable service, so the labor is taxed along with the parts at the state rate plus the local one, with a small additional rate in the Metropolitan Commuter Transportation District (Department of Taxation and Finance, Publication 750). Questions drivers ask

Can a New York repair shop charge for a written estimate?

Yes. If you ask, the shop must give you a written estimate of parts and labor for the specific job, and it may charge a reasonable fee to prepare it. The labor part of that fee cannot be billed above the shop's usual hourly rate. Ask what the fee will be before the shop starts looking at the car.

How do I get my old parts back from a New York shop?

Make a written request before the work begins. You are then entitled to every replaced part except those returned under a warranty or an exchange arrangement. If you approve the repair by phone, the shop must hold the removed parts until you come for the car, so you can still ask for them at pickup.

Which New York vehicles skip the emissions part of inspection?

Cars in their two newest model years, cars more than 25 model years old, electric vehicles, motorcycles and vehicles with historical plates do not need the emissions check. They still need the yearly safety inspection, which applies to every vehicle registered in New York and also when ownership changes. Diesel vehicles get a separate diesel emissions test.

Is car repair labor taxable in New York?

Yes. New York treats servicing and repairing a vehicle as a taxable service, so the labor on your invoice is taxed along with the parts, at the state rate plus the county or city rate. Inside the Metropolitan Commuter Transportation District a small extra rate applies. Budget for that tax on top of the estimates on this page.
