How this is computed

Compiled by Radif Partners · How costs are estimated · California technician wages, May 2025 · not a quote

Scaled from what California pays its automotive technicians, a mean $31.47 an hour in May 2025 against $27.13 for the whole country, the typical posted shop rate in the state works out to about $156 an hour, with the middle half of shops between $133 and $184. Only 2 jurisdictions rank above it, which makes California the 3rd most expensive place for a shop hour. An alternator on a sedan comes to about $321 there, where the national rate gives $308; a water pump on a pickup reaches about $342 against $303. The bigger jump is the catalytic converter: only a unit carrying a California Air Resources Board approval for your exact vehicle may be fitted, so a sedan converter runs about $651 instead of the $414 a federal part would cost.

Why a California shop hour costs more

The hours a job takes are set by the automaker and do not change at the state line. What changes is the price of each hour, and in California that price rests on a large, well paid workforce: the federal wage survey counts about 65,400 technicians in the state, paid 16 % more than the national mean. Applied to the national survey of posted rates, that wage gap moves the typical hour from $134 to $156. These are modeled figures, not a count of California shops, so a garage in a rural county may post less and one in a dense coastal city more. On short jobs the difference is a few dollars; on a long one it adds up quickly, which you can see by switching the repair below.

Smog Check and the converter you may fit

California runs no periodic safety inspection, but its Smog Check is statewide. Most gasoline and hybrid cars must pass it every second year to renew their registration and again when they change hands; the newest eight model years skip the renewal test, and electric cars are out of the program (Bureau of Automotive Repair, Smog Check). A failed test is often what sends an older car to the shop in the first place.

When the fix is a catalytic converter, the choice of part is narrow. An aftermarket converter is legal only if the Air Resources Board has issued an exemption for that part number on that make, model, year, engine and test group (California Air Resources Board). Those approved units sell for far more than federal ones, so the estimator on this page opens on them. The converter cost page shows both catalogs side by side.

What the Automotive Repair Act gives you

Every repair shop must be registered with the Bureau of Automotive Repair before it takes in a single car. It owes you a written price for parts and labor on the specific job and may not start, or charge anything, until you authorize it. If the work turns out to need more, the shop has to stop, tell you, and get your consent before going a dollar beyond the authorized figure; unlike many states, there is no small margin it may add on its own. Ask for the old parts when you sign, and they must come back to you, apart from exchange cores and warranty returns that you may still inspect (Bureau of Automotive Repair, Write It Right). The bureau handles complaints. Before you sign, the estimate checker compares the hours, the rate and the parts on the paper with this page.

Tax on a California repair bill

Labor to repair a used vehicle is generally not taxed when the invoice lists it apart from the parts, while the parts carry the state rate of 7.25 % plus any district tax (tax department publication on auto repair). Fabrication work is the main exception. For how the hourly rate itself is built, see mechanic labor rates.

California rules at a glance

As read in the state statutes and agency pages listed under sources.

Repair lawAutomotive Repair Act (Business and Professions Code, Chapter 20.3) (Cal. Bus. & Prof. Code §9884.9 (estimate/authorization), §9884.10 (replaced parts), §9884.6 (registration); 16 CCR §§3353-3356)
Written estimateRequired for any repair: the automotive repair dealer must give the customer a written estimated price for labor and parts for a specific job; no work may be done and no charges accrue before the customer authorizes it (BPC §9884.9(a)). Exception: listed preventive maintenance services that are free or whose total price is posted/acknowledged (§9884.9(e)).
Thresholdnot read for this state
Your consent before the bill exceeds the estimateNo tolerance: no charge may be made in excess of the estimated price without the customer's oral or written consent, obtained after the shop determines the estimate is insufficient and before the extra work is done (BPC §9884.9(a)). BAR requires a revised work order and documented authorization (16 CCR §§3353.1, 3354).
Replaced parts returned on requestReplaced parts must be returned if the customer requests them when authorizing the estimate; core/exchange parts and warranty parts returned to the supplier are excepted, but the customer must be offered the chance to inspect them (BPC §9884.10; 16 CCR §§3355, 3356(i)).

Questions drivers ask

Can a California shop charge even a little more than its estimate?

No. Under the Automotive Repair Act a registered shop may not bill anything above the price you authorized unless it first explains why the estimate falls short and gets your oral or written consent before doing the added work. The state sets no percentage tolerance, so a bill above the authorized figure without that consent can be disputed with the Bureau of Automotive Repair.

Which cars skip the California Smog Check?

For a registration renewal, the eight newest model years are exempt, and on a change of ownership the four newest. Electric vehicles, motorcycles and heavy diesels over 14,000 pounds are outside the program. Other gasoline, hybrid and alternative fuel cars from model year 1976 on, and diesels from 1998 on, need the test every other year and when sold.

Is repair labor taxed in California?

Generally not, when the work is a repair on a used vehicle and the invoice states the labor apart from the parts. The parts are taxed at the statewide rate plus any local district tax. Labor to fabricate a part, and installation labor on a new vehicle, are taxable, so check how the shop splits the lines on its invoice.

Why does the California estimate show a CARB converter by default?

Because a federal aftermarket converter cannot legally be installed on a California car. Only a part number that the Air Resources Board has exempted for the exact make, model, year, engine and test group may be used, and those parts cost more. The estimator opens on them so that the figure matches what a California shop can actually fit.
